a.        Does the introduction indicate a good understanding of the program being evaluated?

b.       Does the introduction clearly describe the purpose of the evaluation?

c.        Does the description include the program objectives?

d.       Are the components of the program clearly described?

 

Evaluation Method (25)

a.        Are the participants clearly described?

b.       Are the evaluation procedures clearly described?

c.        Are the data sources clearly specified?

d.       Are all the appropriate sources listed or otherwise identified?

e.        Are the data-collection procedures described?

f.         How good are the data sources and procedures regarding quality and completeness?

g.       Was adequate time given to each procedure?

 

Results (15)

a.        Are appropriate results reported for each data source?

b.       Does the presentation of results follow a logical structure based on the method?

c.        Are tables used where appropriate?

 

Discussion (25)

a.        Is each data source addressed?

b.       Is the purpose of the evaluation clearly addressed?

c.        Are recommendations supported by the results?

a.        Do any amounts in the budget seem excessive?
