We at the Consulting Firm of Flemmer & Associates consider it an honor to have received the request from the Far West Laboratory to bid on the opportunity to conduct an evaluation of the Determining Instructional Purposes Training Program. In this proposal we will be working within the requested dates of May 1st and December 31st of 2009 to conduct a thorough and highly informative summative evaluation that you will certainly be able to use in determining whether to continue printing and marketing the units or to cease in distributing them.
Program
Description
Far
West Laboratory has created a training package for school administrators as
well as graduate students in the field of educational administration with the
purpose of gaining skills related to planning effective school programs. There are three units each having a certain
number of modules encompassed within the unit. The modules contain reading materials that are related to the skills
which are taught in the unit. Unit 1
deals with Setting Goals and has four modules. Unit 2 is Analyzing Problems and has six modules. Unit 3 is Deriving Objectives and has four
modules.
Evaluation Method
We would like to
take your program and evaluate it from four different perspectives in an
attempt to give you a well-rounded evaluation and provide you with feedback
from different, but all highly qualified points of view. Our goal is to find out the overall
effectiveness of your program and we intend to explore it through the
following:

Five current
administrators will assist us in evaluating the program through a written
summary along with being available to your Far West Laboratory for phone
interviews about their findings.
·
Five college
professors in the field of curriculum development will be receiving all the
units of the program to review and analyze. The professors will be completing a survey once they have thoroughly
examined the materials and will be providing feedback on the program’s learning
objectives and the overall quality of the program’s materials.

Ten graduate
school students from an educational administration program will participate in
all three units as part of a six day summer training program. This trial run will give us feedback from ten
well-qualified analysts as to how they felt the program was designed and
implemented. We will be creating DVD’s
for you to view in which the ten students will be interviewed after going
through the program.

The perhaps 20
school districts that have purchased the units will be asked to complete an
online survey about how they have used the program and to what extend they found
it to be effective. We seek their
attitudes and opinions of the program.
Our goal for this
evaluation is to provide you with quality information which will help you in
determining whether to continue printing and marketing the units, whether or
not to modify the units, or whether or not to disband producing the units all
together.
Task Schedule
May 1, 2009 Introductory Meeting with FWL to
discuss the proposal and timeline.
May 2, 2009 Educational Department of our
Consulting Firm will send out
online surveys to the school districts that have already used
the materials.
May 4, 2009 Distribute materials to all outside
participants for their review.
May 5, 2009 We will call all districts that have already used the materials to let them know that an online survey has been sent to them to complete.
June 7-11, 2009 Meet with all parties involved to discuss
materials and any surveys that need to be completed.
June 15-16, 2009 Graduate Students Program Simulation: Unit
1
June 17-18, 2009 Graduate Students Program Simulation: Unit
2
June 22-23, 2009 Graduate Students Program Simulation: Unit 3
June 24-25, 2009 Graduate Student Surveys, Summaries and
Video Conferences
July 2, 2009 Publish DVD’s of training
simulation and opinions from graduate students and provide copies
to FWL.
July 12, 2009 Graduate Student Surveys
are due to our offices for review.
August 1, 2009 Written summary from administrators due
to our offices.
August 21, 2009 Second meeting with all parties involved
in order to gather all
information and decide if any further data collection is necessary.
December 31, 2009 Final Draft of Evaluation will be completed and
submitted to FWL.
